<p>Helen&rsquo;s research focuses on the economics of water resource management and the relationship between inclusive economic development, climate and environmental resources. Prior to joining ODI she worked as an economist and ODI Fellow for the Rwandan Ministry of Agriculture.</p>

Helen’s research has looked at the economic costs and benefits of improved water management in Ethiopia, the role of water resource development for economic growth and poverty reduction, and patterns of climate resilient development in Rwanda. Prior to joining ODI, Helen spent two years working as lead economist for the Ministry of Agriculture in Rwanda, developing strategies for multi-million dollar projects managed by the national government in partnership with major donors including the World Bank, EU and DfID. Previously, Helen worked as a researcher for the EU funded REFRESH programme assessing the costs and benefits of improved water quality in European river basins. Helen has a MSc with Distinction in Water Science, Policy and Management from Oxford University, and a 1st Class MA in Land Economy from Cambridge University.
