This paper explores the question: why are monitoring and evaluation (M&E) frameworks useful for improving development progress and disasters, environment and climate change adaptation and mitigation integration? and, what are the challenges for measuring success? Recommendations are made to encourage a culture of learning in support of integrated M&E.
