In April 2009, the G-20 committed to fund social protection for the poorest countries as part of its global plan for recovery. This Opinion sets out the agenda needed to translate words into action, outlining what should be done by both developing country governments and international donors. Overall, it calls for: increased funding flows on a medium-term basis; greater recognition of existing institutional constraints; and the rationalisation and protection of social protection expenditure.
