This Working Paper is one of a series of draft chapters of a book currently under preparation with the provisional title of The Adaptive Economy; Adjustment Policies in Low-income Countries. The first part of the paper examines the nature of the problems to be addressed by financial sector policies, following the now familiar procedure of examining the failings of both markets and governments. The second part is devoted to a discussion of the policies that might be adopted to remedy these failings.
