This series provided an important input to the preparation of the proposed White Paper on Globalisation, looking at the international system and asking:

• What do developing countries need to achieve?
• How can they respond to what others are asking of them?
• What assistance, either through reforming institutions, to make them more effective and responsive, or though aid would help?
