Division of labour has been the rallying-cry for better coordination under the overall umbrella of the Paris and Accra Agreements. But, coordination between Member States has proved to be an uphill task. The EU Code of Conduct on Division of Labour has some serious shortfalls and remains voluntary. What needs to happen for the EU to work together to provide aid in order to simplify the complex and fragmented global aid system? Will the new EU architecture enable greater Member State involvement in EU development cooperation and progress towards a genuine division of labour among the Member States and the Commission?
