The police, humanitarians and the protection of civilians: coordinating ‘civilian’ contributions

This one-day roundtable will bring together international police and humanitarian actors in a roundtable forum to consider what contribution each set of actors makes to protecting civilians in conflict and post-conflict contexts.

This event will focus on the role of international civilian police deployments in protection of civilians and what engagement is feasible or desirable with humanitarian actors in this regard.

Using case examples from past and current civilian police deployments, the discussion will explore the differing roles and mandates of international civilian police. It will also consider what, if any, complementarities there may be with the efforts of humanitarian organisations and how to structure or focus dialogue between international civilian police deployments and humanitarian actors on this issue.

This roundtable is the second event in a two-year research and public affairs project led by the Humanitarian Policy Group (HPG) at the Overseas Development Institute which explores new developments in the relationship between international military and security actors and the international humanitarian community with a view to facilitating more effective and principled coordination in crisis contexts.
