Prior to joining ODI, Ilinca was a Policy Officer at the Directorate General for Energy of the European Commission. She was responsible for the development of the EU's Carbon Capture and Storage policy and for monitoring renewables policy developments in several European countries. Ilinca has also worked at the EU Delegation in Nigeria, as a Programme Manager in charge of development cooperation (for Nigeria and ECOWAS) in the fields of institutional reform, community development, public finance management reform, and energy. Prior to the European Commission, Ilinca was Policy Officer for EU and economic affairs with the British Embassy in Bucharest.
Ilinca has a BA in International Business and Economics from the Academy of Economic Sciences in Bucharest, and a Masters in European Studies from the College of Europe.
