Oliver is a Research Fellow at the Humanitarian Policy Group, focusing on humanitarian accountability, communicating with crisis-affected populations, and evidence-based decision-making processes in emergencies.

Oliver is a Research Fellow at the Humanitarian Policy Group. With a background in needs assessment and monitoring and evaluation (M&E), his research interests are focused on humanitarian accountability, communicating with crisis-affected populations, and evidence-based decision-making processes in emergencies.

Oliver joined the Humanitarian Policy Group as Research Fellow in January 2020. Previously, he conducted research, monitoring and analysis of humanitarian responses to the Rohingya crisis, on both sides of the border, as M&E Coordinator for the International Rescue Committee in Myanmar, and managed REACH Initiative’s research portfolio in Cox’s Bazar, Bangladesh. Prior to this, he worked on M&E with ACTED during the Iraqi Civil War, and carried out research on gender and governance with the Afghanistan Research and Evaluation Unit.
