Elsa is a Senior Research Officer for ODI’s Human Mobility Initiative (HMI). She coordinates and contributes to HMI’s key research areas of migration, development and public attitudes to migration. She is an expert on international migration, youth mobility and public policy, with over eight years’ experience in research and policy.

Elsa’s career has engaged extensively with bilateral arrangements on EU-India mobility, South-Asian migration to the Gulf countries, temporary migration, health worker migration to the UK and forms of international youth mobility. She has worked at the interface of academia and applied research on the above topics, building a rich evidence base on the topics, and creating impact through peer reviewed publications, working papers and consultations to the government and other local and intergovernmental organisations. Elsa holds a PhD in Sociology from the University of Warwick. She is a visiting fellow at the Department of Sociology, Goldsmiths (University of London) and Associate Fellow of the UK Higher Education Academy.
