Hazel Granger

Research Fellow
Hazel Granger specialises in tax policy and domestic revenue mobilisation in low income and fragile states. She also provides technical assistance through programmes such as TAXDEV in Uganda.

Hazel is a former UK government economist who has since specialised for over 10 years in delivering revenue and public financial management reforms in developing country contexts.

She has been a resident tax policy advisor in Uganda (where she was also an ODI Fellow), Liberia and Sierra Leone and has advised governments and development partners on the design, delivery, monitoring and evaluation of revenue and public financial management reforms in Sierra Leone, Liberia, Kenya, Somalia, Uganda and Ethiopia.

Before joining ODI, Hazel worked with the UK Department for Communities and Local Government, the World Bank, KFW Development Bank, ODI’s Budget Strengthening Initiative and Adam Smith International.

Hazel studied Economics at Cambridge University and also holds a Master’s degree in Development Economics from the School of Oriental and African Studies.
