
Arnaldo Pellini
I am a co-founder of Capability Oy, a Finnish consultancy that focuses on research and advice on the use of problem-driven and adaptive approaches to support democratic governance. I am also a Research Associate at the Overseas Development Institute in London where, over the past ten years, I have led and been involved in the design, monitoring, implementation, and action research in projects seeking to strengthen governance systems and democratic participation by bringing research, analysis, and citizens’ knowledge into policy processes. I hold a Ph.D. in Education from the University of Tampere (Finland) and have 18 years of work experience on governance reforms in Southeast Asia as well as other regions. My current research interests are problem-driven development and the design and management of monitoring, evaluation, and learning systems that support programmes in the ways they address complex social and governance problems. I am also interested in the effect on knowledge systems, governance, and democratic participation of digital technologies. I have published extensively on education in international development, governance and decentralisation, the demand and use of evidence in policymaking with the Overseas Development Institute, in academic articles, book chapters, blog posts and opinion pieces. I am a co-editor of Knowledge, Politics and Policymaking in Indonesia (Springer 2018). I am an Associate Editor with the journal Evidence & Policy.
