Learning, Evidence and Advocacy Partnership (LEAP)

Led by ODI, the Learning, Evidence and Advocacy Partnership (LEAP) is one of three pillars that make up the Partnership to Engage, Reform and Learn (PERL) funded by the Foreign Commonwealth and Development Office (FCDO). PERL is a governance programme that brings together governments and citizens groups to collectively address governance challenges associated with the delivery of pro-poor public goods and services in Nigeria.

Twenty years of UK governance programmes in Nigeria: achievements, challenges, lessons and implications for future support

The report shares findings of an unprecedented research into how the UK government partnered with four Northern Nigerian States and worked with government officials, parliaments, civil society and the media to reform how policies and budgets are prepared and implemented. The report puts forward 15 recommendations to governments, development agencies, civil society and other practitioners to improve governance and development programmes.

Webinar series

Over the past two years, LEAP has undertaken research on PERL and predecessor UK Government-funded programmes to strengthen the evidence base for governance reform in Nigeria. With LEAP coming to a close at the end of October 2021, we are organising a series of public events to share lessons from 20 years of UK governance programmes in Nigeria.

The events will showcase findings and lessons from our research on the impact of PERL and predecessor programmes on core governance reforms and service delivery improvements, as well as ways of working, looking in particular at 20 years of UK investment in four Northern states in Nigeria. We will ask:

  • How can governance reforms be supported effectively, including in terms of bringing more closely together the ‘demand’ side (citizen voice) with the ‘supply’ side (state capacity, accountability, and responsiveness)?
  • Is governance linked to improved services, and, if so, how?
  • How can international development actors think in more politically aware ways and design and implement complex reform programmes that are anchored in learning and adaptation?

About LEAP

LEAP leads on learning across PERL. It works closely with the other two PERL pillars, Accountable, Responsive and Capable Government (ARC) and Engaged Citizens (ECP), to ensure that the programme has the space to reflect, iterate and adapt in real time in response to both internal reflection and research emerging from within the programme.

With workstreams focusing on learning and adaptation, research and evidence, and communications and knowledge management, LEAP has two core objectives:

  1. To develop greater clarity and a shared understanding of what learning means across PERL, and to support and capture learning and adaptations through a variety of processes and mechanisms (see LEAP-led learning and adaptation approach); and
  2. To better understand and strengthen the evidence base for governance reform in Nigeria by analysing the impact of PERL and predecessor FCDO-funded programmes on core governance reforms and service delivery improvements, and drawing out implications for future governance programming in Nigeria and beyond (see LEAP-led research and evidence approach).
