Purpose

Two World Vision National offices are able to contribute to demand led Governance and community based organisation capacity building for local level advocacy

Objectives

Selected national offices:

• have a better understanding of status of use of evidence for policy and advocacy
• are able to understand how and  know how to demonstrate effective use of evidence for policy
• are equipped with lessons for more effective use of evidence for policy influence

Strategies

The Research and Policy in Development (RAPID) Programme proposes to deliver this support in the following way:

• ‘Working with the grain’: We will review all relevant documentation and talk to National Officer Representatives on the phone and in country to understand how evidence is used in each context. We will then use the strengths of the teams and the opportunities presented to them to support the development and refinement of their strategies and tactics.
• The RAPID Outcome Mapping Approach (ROMA): this is an approach to develop, monitor and manage policy influencing strategies. The approach provides a guiding narrative to clarify the policy objectives of the strategy, the context in which it is being developed and implemented, identify and understand the current and future behaviours of key audiences and policy actors, focus on milestone changes in their behaviours, and develop an influencing strategy.
• Support: RAPID will develop a plan of action with the National Officers and mentor the people in charge of delivering throughout the process. This support will include:
  • Preparation of handouts
  • Training sessions or workshops
  • Background research on issues that require an expedient response to
  • ‘Help-Desk’ style support where RAPID will respond to any question that the National Offices have in relation to the current project.
  • Maintaining a shared online space so that all those involved can benefit from RAPID’s support to any of the National Offices or from ODI’s work on both the process and content of policy advocacy
  • Reviewing the various outputs produced by the National Offices and providing feedback.
• Tools to be included but not limited to;
  • Mentoring – building capacity through practical hands on support.
  • Accompanying – going along side 
  • Training (or linking to training)
