Monitoring and evaluating policy influence and advocacy
For the purposes of the Bill and Melinda Gates Foundation, this study will look at the current trends of monitoring and evaluating advocacy. The research will take a broad view of policy formulation, frameworks for policy intervention and policy influence. The research attempts to move tensions forward and focuses on robust methodologies.
The findings will provide guidance on:
· Methodologies and tools for monitoring and evaluating advocacy
· Key debates occurring within the field of monitoring and evaluating advocacy
The research will conduct a thorough literature review of the key players in monitoring and evaluation of advocacy developing a strong understanding of the issues for donors, grantees and evaluators.
