Improving the capacity of the International Labour Organization (ILO) to monitor and evaluate policy engagement

Employer and business organisations play an important role in creating employment and improving living standards within a society. They help to create the conditions for successful enterprise by influencing the policy environment in which they do business.

The ILO Enabling Environment for Sustainable Enterprise Toolkit aims to support ILO Employer and Business Membership Organisations (EBMOs) to assess their business environment and develop strategies to improve it. The ILO Bureau for Employers’ Activities works to strengthen the EMBOs’ policy engagement work.

In this project, RAPID worked with the ILO to:

  • Develop and test a tool to monitor and evaluate their policy influence.
  • Run training activities for and with ILO staff and selected EBMOs.
  • Develop the skills and abilities of the ILO’s Bureau for Employers’ Activities staff, to provide continued support to EBMOs.

This project contributes to RAPID’s third outcome: making development organisations smarter.
