The purpose of the consultancy is to review the effectiveness and efficiency of alternative targeting mechanisms for social transfers in low-income and low-capacity contexts, with a view to extracting good practice and lessons learnt, and in developing a targeting tool to help policy makers assess and prioritise targeting options.
