This paper is one of five country case studies which seek to answer the questions how, when and why does poverty get budget priority?

Over the last twenty years Mozambique has undergone fundamental economic and political transformations from a centrally planned to market economy, from war to peace, from one-party state to multi-party democracy. These transitions have important implications for development policy and reform agenda followed by the Government and so are briefly examined here.
