The ALNAP Global Study responds to a growing consensus that the consultation and participation of disaster-affected populations during the planning, monitoring and evaluation of humanitarian action, is critical to the accountability and performance of the humanitarian sector. The Global Study seeks to test this hypothesis and to investigate current policy and field practice through five case studies. This study examines humanitarian practice in Democratic Republic of the Congo, focussing on 3 conflict-affected areas of Bukavu, Goma and Uvira.
