The ALNAP Global Study responds to a growing consensus that the consultation and participation of disaster-affected populations during the planning, monitoring and evaluation of humanitarian action, is critical to the accountability and performance of the humanitarian sector. The Global Study seeks to test this hypothesis and to investigate current policy and field practice through five case studies. This study investigates current policy and field practice in three areas, selected to capture the diverse ethnic and cultural identities of the Colombian peoples and the different facets of the Colombia crisis: Magdalena Medio (protracted/complex); Atrato Medio, Choco (the Bojaya massacre and Altos de Cazuca, Soacha (forgotten/hidden).
