Comparative analysis of ‘political settlements’ has emerged as an attractive alternative to single-track conceptions of institutional progress. However, the frameworks proposed by Khan and Levy capture some relevant dimensions while missing others that seem important in fulfilling the promise of the approach. Starting with the challenge of explaining differences among four African countries (Nigeria, Tanzania, Uganda and Rwanda), this paper sets out some methodological principles and then proposes an amended two-dimensional classification of settlement types.
