This briefing paper suggests that the international efforts to ensure food security are in disarray. This is for several reasons such as the lack of confidence in all forms of food aid other than emergency relief and the narrow constraints of internationally negotiated commitments. The paper suggests institutional arrangements are exacerbating the problem and while there is widespread recognition of the current faults in the system there is little sign of consensus on how to change.
