This article, taken from the ODI Annual Report 2008, examines the ever-changing 'landscape' of aid, as the number of aid actors and channels soars. As a result, there is increasing talk of the aid 'non-system', and the article highlights the need for reform to ensure that national priorities are not overlooked.
