Noting Britain’s recent decision to cease giving aid to Tanzania, this special briefing paper highlights the financial difficulties for former British colonies where ex-colonial civil servants remain employed and claiming pensions after independence. In recent years, aid from Britain to Tanzania has not even covered such costs. This discrepancy has been an important factor in Tanzania’s efforts to re-open the debate on who should assume responsibility for these employees.
