This paper summarises a discussion about what was considered a disappointing third UN Conference on Trade and Development (UNCTAD III). The participants reviewed claims by Ambassador Martin, Chairman of the Development Assistance Committee (DAC), that UNCTAD conferences had largely failed as a forum for genuine negotiations.
