This is a report for the Royal Netherlands Embassy (RNE) in Colombia which has commissioned a review of the achievements and progress of the enfoque sectorial - sector-wide approach (SWAp) - relating to the environment in Colombia.
In August 2007 - soon after the agreement for the SWAp was entered into by the Government of Colombia and the Dutch Minister for Cooperation - an initial study was commissioned by the Policy Evaluation Department of the Dutch Directorate-General for International Cooperation (DGIS) which looked at the ‘characteristics, opportunities and risks’ of the Colombian SWAp, and made recommendations for taking the experience forward. After the first year of operation of the SWAp, an internal report of progress was submitted in June 2008 by the Vice-Ministry of the Environment to the RNE in Bogotá. Then, the report of June 2009 set out the findings of the mid-term evaluation of the achievements and progress of the SWAp to June 2009.
This 2010 review assesses the level of accomplishment of the SWAp in its first three years, from July 2007 to June 2010.

Este informe corresponde a la revisión encargada por la Embajada Real de los Países Bajos en Colombia de los logros y los avances del enfoque sectorial (SWAp, por la expresión sector-wide approach en inglés) que ha sido aplicado al medio ambiente en Colombia,.
En agosto de 2007 - poco después de que fuera suscrito el acuerdo para el enfoque sectorial entre el Gobierno de Colombia y el Ministro de Cooperación de Holanda– el Departamento de Evaluación de Política del Directorio General para la Cooperación Internacional de Holanda (DGIS) encargó un estudio inicial que analizara las características, oportunidades y riesgos' del enfoque sectorial en Colombia y formulara recomendaciones para avanzar a esta experiencia. Después del primer año de operación del SWAp, en junio de 2008, el Viceministerio de Ambiente (VMA) presentó un informe interno de avance a la Embajada de Holanda. Posteriormente, en el informe de junio de 2009 se expusieron las conclusiones de la evaluación intermedia de logros y avances del enfoque sectorial, con corte a junio del 2009.
Esta revisión del 2010 evalúa el nivel de logros del enfoque sectorial en sus primeros tres años, desde julio de 2007hasta junio de 2010.
