Building governance into a post-2015 framework: exploring transparency and accountability as an entry point

As the debate on the post-2015 agenda gains momentum, some are arguing that there is a need to increase the focus on governance in a future agreement. Although this responds to people’s aspirations for political freedoms and greater participation, it remains politically controversial, and it’s unlikely that a stand-alone governance goal would be agreed in the current climate.

A practical focus on the outcomes rather than the principles of domestic politics could be an important step forward. Such an approach could ensure that proposals on governance avoid being held hostage to global politics and sovereignty issues, but could support development outcomes across the board by drawing on the potential of transparency and accountability as the key entry point.
