The official attitude of British governments has been to regard the balance of payments as the primary constraint to the volume of aid that Britain can afford.

This article attempts to trace and quantify, where possible, the direct and inderect links between aid and British export.

The author argues that the issue in the future will not be whether or not the aid programme should be abandoned, but rather by how much, if at all, aid should be increased.
