This study analyses the difficulties facing the Ugandan government in developing agriculture and how it is dealing with these.

It considers the various aid programmes for agriculture that exist in Uganda and suggests how these can be made more effective. Issues regarding technical assistance and the need for donors to provide more capital aid for local and recurrent costs are highlighted.
