This study analyses the content and purpose of West German aid programme, the volume and type of assistance given, technical and academic programmes in Germany private investment, trade, participation of non-governmental bodies and public opinion.

The author emphasises the single-mindedness of German policy and the systematic approach to problems that is often marked in contrast to British thinking on the promotion of development.

While there is a great deal that is wrong with the German programme there is also a constant search for right and efficient methods.

The analysis are supported by tables and statistical data.
